INVITATION TO BID No. 02-2014
The PHILIPPINE NATIONAL POLICE ENGINEERING SERVICE, through its Bids and Awards Committee (BAC), invites contractors registered with the PhilGEPS and classified by the Philippine Contractors Accreditation Board (PCAB) to apply for eligibility and to bid pursuant to the Revised IRR of RA No. 9184. The source of fund is the approved Program of Expenditures for the 3rd and 4th Quarters CY 2012 of the PNP Trust Receipts in the amount of Fourteen Million One Hundred Eleven Thousand Pesos (PhP14,111,000.00) for the Construction of HPG Training Building.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
Bid documents shall be available at the BAC Secretariat, PNP Engineering Service, Camp Crame, Quezon City from March 14, 2014 until the day of submission of bids as indicated below and upon payment of the non-refundable amount of Twenty Five Thousand Pesos (PhP25,000.00) for the bidding documents. A pre-bid conference shall be held on March 21, 2014 at 2:00 PM at PNPES Conference Room.
Prospective bidders must have completed a similar contract with the amount of at least 50% of the ABC, and have key personnel and equipment (listed in the Eligibility Forms) available for the implementation of the contract. Bids received that exceed the ABC shall be rejected at bid opening. Late bid shall likewise be rejected.
The bidders shall drop their bids for the project in the bid box located at the PNP Engineering Service Conference Room, Camp Crame, Quezon City on or before the deadline for submission and opening of bids on April 2, 2014 at 2:00 PM.
The BAC will use non-discretionary pass/fail criterion in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. Expired documents are not accepted and considered no documents submitted.
The PNP reserves the right to waive any formality in the responses to the eligibility requirements and to this Invitation. The PNP further reserves the right to reject any and all proposals, or declare a failure of bidding, or to cancel the bidding at any stage of the procurement process, or not to award any contract, and makes no assurance that contract shall be entered into as a result of this invitation.
